NCLB requires that each school district publicly report the annual progress of the district and each campus within the district in meeting the State's measurable highly qualified teacher objectives. The annual targets of these objectives are that 100% of teachers are to be highly qualified in core academic courses and that 100% of core academic classes are taught by highly qualified teachers. All teachers should receive highly qualified professional development.
